Flagstone is easy to imitate with pieces of cardboard. not every cardboard will suit you - the thicker it is, the better will your terrain look.
Cut several lines of different width and slice them into pieces. The edges don't need to be straight - think about stones of which the real flagstone is made. The size is also a matter of taste.
When laying your flagstone down dont put it in straigth raws, The picture perfectly shows the way.
Use a wood glue to apply the stones. don't use too much so that it didn't show to the recesses. Leave these recesses between the stones. After the glue dries, use a sandpaper to make the stones look smoother and clean the dust with a vacuum or hairdryer.
Then, thin wood glue with some water and apply it all over the surface. But make sure it fills up all the gaps between the stones - it's the most important part. Then take the paper towel and cerefully wipe the glue out of the surface - the only glue you need now is the one in the gaps.
After that cover it all with the sand or any other ballast. After the glue dries, carefully blow it off from the surface and remove all sand that covers the stones.
The result will look like this.
Now you can paint your flagstone with any colour you like.
